Bug: default to medium ID generator
The site documentation states that the default ID generator is 'medium',
however that is not the case. The default is actually 'short' if the setting is
missing or unrecognised.
Change the default to agree with the docs.
Note that all of the existing generators have problems (#176 #177 #178) but
'medium' is better than 'short' and arguably no worse than 'full'
