bq. Since RaftServer already supports multi-raft, DataStreamServer should
simply invoke the RaftServer API. Then, it will automatically support
multi-raft. In some future changes, we should not even pass StateMachine in the
DataStreamServerImpl constructor. The StateMachine should be obtained from
RaftServer.
