[~szetszwo] Hi, sorry. I'm not thinking move streaming from Ratis to Ozone. My
thinking as the second image shows, and the current design as the first image
shows. My thinking is change the flow ratis client -> primary -> peer to ratis
client -> peer, to remove the transfer cost of primary. And Move some logic
such as submitClientRequest from primary to ratis client.
