- The code in RaftLogMetrics specific to SegmentedRaftLog should be moved out
to a new class, say SegmentedRaftLogMetrics.
- A few methods in RaftLogMetrics should be moved to ratis-server-api. Then,
we can move RaftLog to ratis-server-api in the next JIRA.
