Actually this is not solely a problem of listener/learner. Any new node (even a
normal follower) join the Raft ring will increase the leader's burden :) But I
agree let the listener/learner catch from a follower can be an optimization. I
think we can start from let listener/learner catch up from leader and then
implement the optimization.
