Description: when i tested RATIS-1399, i find that a follower scm can not
be added to ratis group successfully. after i revert RATIS-1390, it works well.
the log is uploaded. seems RATIS-1390 introduces some issues (was: when i
tested [RATIS-1399|https://issues.apache.org/jira/browse/RATIS-1399], i find
that a follower scm can not be added to ratis group successfully. after i
revert [RATIS-1390|https://issues.apache.org/jira/browse/RATIS-1390], it works
well. the log is uploaded. )
