We start with localwrite, followed by startTransaction. The last localwrite
request.getWriteOptions() was CLOSE, at which point the file should be closed
and the length of the file should be updated to 128000000.
However, the file length is still 0 when startTransaction is executed.
Indicates that localWrite is not finished when startTransaction is executed.
