Description:
* There are some leftover submodule references to core Ratis artifacts (mostly
in {{ratis-assembly}}).
* Update artifact ID, name and description in POMs to avoid collision with
core modules (root, {{ratis-assembly}}, {{ratis-resource-bundle}}).
* Update release artifact name in {{make_rc.sh}}.
