[~liuyaolong] Additional round of elections means longer unavailable time &
unnecessary network overhead for log synchronize, better to avoid. CAS mode
provides more fine-grained control, and let caller decide what to do when
facing concurrent configuration changes. I think CAS mode and add mode have
different semantics.
