[~szetszwo], When a new linearizable Read request arrives, leader should first
broadcast heartbeats to confirm its leadership. This API provides to semantic
to send a AppendEntriesRPC immediately. It can be called in LeaderStateImpl
like getSenders().forEach(sendAppendEntriesNow()).
