Hi [~szetszwo]! Do you think it's a good idea to introduce Maven Wrapper for
ratis so that developers can use the same version of maven to produce build?
If so, what's the proper version of Maven you'd like to use? Generally it's
default to the latest one unless we have some hard deps on earlier versions.
