Description:
Installed snapshot index was updated when installSnapshot is not done,
causing TestLeaderInstallSnapshot to be flaky.
This Jira combines {{updateInstalledSnapshotIndex}} with
{{{}reloadStateMachine{}}},
which will only be called when installSnapshot is done.
