In RATIS-1677, we discovered a problem that when there are more than one
directories configured, if the server auto formats, it may incorrectly ignored
an existing directory which is unavailable at that time.
The problem happens only if more than one directories are configured. When
only one directory is configured, the problem won't happen. In the JIRA, we
will allow auto format in the single directory case.
