Description:
* Use explicit {{cache/restore}} in all checks except {{build}}. This avoids
the need for separate cache keys in concurrent checks, since only {{build}}
will save cache.
* Specify {{path}} exception to avoid the need to explicitly delete Ratis
artifacts before cache upload.
