This JIRA is to fix the following bugs discovered in
https://github.com/apache/ratis/pull/1156
- 5. LogAppenderDefault.sendAppendEntriesWithRetries(..) calls release()
incorrectly for exception.
- 12. MemoryRaftLog has similar problems as in SegmentedRaftLog.
