SimpleStateMachineStorage prints an INFO message in its loadLatestSnapshot()
method. When there are no snapshots, loadLatestSnapshot() will be called
frequently (one per heartbeat). In such case, it will print many log messages.
The problem was introduced RATIS-2318.
