Consistently use {{maven.compiler.release}} for target Java version.
- Remove {{javac.version}} from Ratis, which is a custom property inherited
from Hadoop. Use {{maven.compiler.release}} directly.
- Replace {{maven.compiler.source}} and {{maven.compiler.target}} in Ratis
Thirdparty with {{maven.compiler.release}}.
