This JIRA is to provide a new RaftLog implementation for improving the current
SegmentedRaftLog:
- Better locking design (similar to RATIS-2129);
- Allows multiple threads to read/write RaftLog (e.g. RATIS-2320);
- Adds public APIs for external tools (e.g. RATIS-2281).
