Description: I'm hoping to evolve the 'concepts' section in ratis-docs to
give a more complete overview of key concepts and mechanisms in Ratis, and how
applications need to work with those mechanisms to integrate correctly. For the
time being, I'm working in a separate version of
[https://github.com/apache/ratis/blob/master/ratis-docs/src/site/markdown/concept/index.md]
for editing/review purposes, but the proposal is to replace that content with
the content in this PR. (was: as title said)
