D'oh! I see that Jenkins uses Yetus and that does not look to use
{{start-build-env.sh}} where I do pull in the environment variables. I think I
need to understand how to affect the proper change in
{{dev-support/ci/precommit-build.sh}}. I will submit JIRA patches so I can see
Jenkins successfully building my patches. Thank you [~elserj] and [~szetszwo].
