There is an already metric to detect we hit the resource limit on the leader or 
not.

Metric name is "numRequestQueueLimitHits".

 

Let me know if the purpose of this Jira is to add a different metric than the 
existing one.

 

So, I used this Jira to add the missing metric of to know the 
pendingrequestbytesize to track the request byte size.
