[~shashikant] Thanks for your reply, this feature is from the production
maintain scenario. Lets suppose the follow situation
I Ozone cluster with 3 node OM HA group, lets name the three OM to OM1, OM2,
OM3.
OM1 is the leader luckily, but, now, we know there are something wrong with the
machine of OM1, for example, the machine will sent do the healthy check,
and we know the OM2 will be the next one, so we want to transfer the leader
from OM1 to OM3.
So we need a admin cli command `ozone admin ha transitionToActive OM1 OM3`,
this admin operation is a strong request i think.
