Description:
The PMC is still working through some graduation common tasks with INFRA, these
are mostly done, please refer to INFRA issue[1].
There are some clean up common tasks based on three repos of rocketmq:
apache/rocketmq, apache/rocketmq-externals, apache/site:
1. Change version from 4.2.0-incubating to 4.2.0 in JIRA system
2. Change version info and SCM label in pom.xml of apache/rocketmq
3. Clean up all incubator* prefix in these three repos.
4. Polish the quick start guide.
5. Send an email about TLP related changes to dev and user lists
