Closes #1643 ## What changes were proposed in this PR? Added our first "Java" based hook to run `mvn spotless:apply` ## How was this patch tested? Tested with Java 11. Tested first with `pre-commit run --all-files` and also then with `git commit` Tried failing the hook with messy Java and saw the correct reformat and the hook failed. ## Did this PR include necessary documentation updates? - No, this PR does not affect any public API so no need to change the documentation. -- This is an automated message from the Apache Git Service.
