Closes #2294 ## What changes were proposed in this PR? * Copied the code from https://github.com/bjornharrtell/jts2geojson * Added more comprehensive java tests * Added XYZM support Note that the GeoJSON standard does not define the behavior of the M dimension, and consequently does not cover XYZM or XYM. In this PR, we explicitly support only the XYZM case and disallow XYM by throwing exceptions. Allowing XYM would cause ambiguity with XYZ, which would be incorrect. ## How was this patch tested? Add more test cases with XYZM and XYM ## Did this PR include necessary documentation updates? - Yes, I am adding a new API.
