Ensures that on Windows + a Conda environment, PROJ and GDAL are detected. There were a few issues: - Windows Paths weren't handled by the PROJ detector - The library is called proj_9.dll on Windows + Conda - Depending on exactly how conda is invoked CONDA_PREFIX might not be set. This last one is probably specific to how copilot was invoking python in the conda environment but it seemed easy enough to solve.
