SimpleCacheProviderBackend.getPrivileges now return all the cached permission
for a set of groups, results in ResourceAuthorizationProvider.doHasAccess very
inefficiency. To improve, SimpleCacheProviderBackend.getPrivileges should
return the permission based on authorizationhierarchy.
