what are the behavior changes with this change in terms of:
1. What dependencies does a plugin have before and after this change?
2. How do module dependencies change?
[~singhashish] and [~gchanan] would be great if you can take a pass on this
from a sentry client perspective as it cleans up unwanted client dependencies.
