SInce the JIRA was created, 1.7.0 has been released (June 2016).
Therefore all the incubating releases should now be deleted from the mirrors.
The download page can still link to older releases, but the links should point
to the archive server.
It's unfair to expect 3rd party mirrors to continue to carry old releases.
