Most of the patch is actually the rework of the Leader/Follower implementation
from SENTRY-1317. It turns out that the original implementation is way more
complicated then necessary.
As art of the cleanup I also removed Fencer support from the leader/follower
lofic since we are no longer dependent on fencing.
Also I discovered a problem - after ZK shutdown and restart the leader is no
longer elected. Upgrading to curator version 2.11.1 seems to fix the problem.
