talked about this at length with [~spena] and [~kkalyan] , this is not tied to
the sentry ha efforts. This task enables column masking, and row filtering.
We should strongly consider this as apart of the HIVE V2 Migration , as the
work to use these additional fields is integrated only in HIVE 2.x
