[~akolb] with the code change, when there is no change, the requested ID after
NN receives the full snapshot will be 1 (NN receives 0 as changed ID, and the
request ID is saved ID + 1). So next time when there is no delta, 1 > 0, and
empty list will be sent back to NN.
[~spena] Sentry-1760 focuses on what delta changes to remove by the background
clean up at sentry server. It will add code to track the request ID. It should
not change the logic on what to send back to NN (full snapshot, delta change,
or empty list). So the code change here should not go away.
