When TransactionManager retries transactions it shows them in the log as 0/10,
1/10, etc. It should instead show 1/10, etc.
Also it makes sense to log the fact that transaction failed and wouldn't be
retried. Hopefully we still log the exception elsewhere, but it is nice to log
it here as well.
