[~akolb] This code was previously isolated to Authv2 that it why we did not see
any issue.
Even now the issue got exposed with oracle where oracle database was throwing
exceptions when datanucleus was trying to create indexs. Oracle database was
throwing exceptions about duplicate indexes.
Other databases just ignore them probably.
