If the notification table is empty, we should get a full snapshot even when 
HDFS sync is not enabled. Once the full snapshot is done, the notification 
table is not empty, and no more full snapshot. In this way, When hive creates a 
table, and waits for sentry to sync the update. What's wrong about this?
