java-chassis is using the maven plugin to do the sign.

[As Apache doesn't suggest to use 
sha1|https://www.apache.org/dev/openpgp.html#sha1], we may need to use the sign 
of  SHA256 or SHA512.

[~asifdxtreme] I guess we may leverage the gpg command to use the upper case 
for Java Chassis and ServiceCenter sign.
