by add RESTful annotation in interface like feign, we can treat 3rd RESTful
service as ServiceComb microservice, customers can use ServiceComb consumer
governance feature
question:
if just mock 3rd RESTful service to be a ServiceComb microservice locally, not
register to SC, then can not support send governance command from console.
