Currently the method Handler#init is not referenced in anywhere. As the
instantiation of Handler is encapsulated by ServiceComb-Java-Chassis, the logic
defined in Handler#init will never work.
It should be discussed later whether this method should be removed or it should
be invoked in the Handler instantiation process.
