In the pull request of SCB-1407, an extra query operation is added into the
procedure of instance registering to get the instance registering timestamp.
This seems can be optimized.
It's necessary to check whether the service-center can accept timestamp from
the instance registry request body. If so, the instance registering timestamp
can be generated by the microservice instance locally and passed to the
service-center, sparing the time of another instance query operation.
