Description: Currently, when merging the config items obtained from the
config-center, the after items are used to cover the previous items(if their
keys are the same).But in fact the config items obtained from the config-center
are not arranged according to priority, which leads to that the merged config
items are not meet the requirement of priority. (was: Currently, when merging
