In SCB-1990, a switch was added into master branch to take control of both
healthEndpoint and metricsEndpoint. But it only takes effect on version 2.x.
This issue is aimed at providing two switches to allow users enable/disable
healthEndpoint and metricsEndpoint separatedly. And this feature will be merged
into version 2.x as well as 1.3.x.
