At present, the /health REST operation introduced by metrics module is
flow-controlled by org.apache.servicecomb.qps.ProviderQpsFlowControlHandler
like common REST operations.
As a result, when the load is heavy, the /health may be flow-controlled,
causing health probe related issues.
