Right now servicecomb has nested _InstancePropertyDiscoveryFilter_ and
_ZoneAwareDiscoveryFilter_ discovery filters which can be used to distinguish
different type of instances, but none of these filters support filtering with
priority.
There is a project called
[KtEnv|https://github.com/alibaba/virtual-environment] which can be a typical
example of what situation the filter is used
