Which scala bundle you are using?
Seems you are using scala bundle which has incorrect OSGi header.
Likely if you install
mvn:org.scala-lang/scala-library/2.10.2
the scala.xml version is 2.10.2.v20130530-074427-VFINAL-60d462ef6e as expected.
