Actually we provide {{org.osgi.framework.system.packages.extra}} and
{{org.osgi.framework.bootdelegation}} in {{custom.properties}} but the values
look like the original values from Karaf 3. Karaf 4 provides the values in more
extended format (e.g. using the 'uses' clause) and provides more packages. We
should update the values in {{custom.properties}} or simply remove them and let
ServiceMix use the original values from {{config.properties}}
