In the bundle of xmlbeans 3.1.0_1
[https://mvnrepository.com/artifact/org.apache.servicemix.bundles/org.apache.servicemix.bundles.xmlbeans/3.1.0_1]
In the pom.xml file the saxon dependency is marked as optional
But in the Import-Package section of the MANIFEST.MF file
the package net.sf.saxon.dom is not marked with resolution:=optional
