solr-solrj contains a Solr specific package org.noggit for json parsing. More
info can be found in the issue

As the package org.noggit is solr specific (so different to
'org.noggit:noggit:jar:0.8') and required (for SolrCloud SolrClient), it should
be included in the Export-Package for the solr-solrj bundle.
This issue will no longer be required when Solr incorporates the noggit package
into org.apache.solr package (possibly via SOLR-13437). But as long as the Solr
issue is not resolved, this change will be required.
