Race condition in OS Actions code

Please forgive the stream-of-consciousness...ness of this. I just jotted down
some thoughts on the issue I found as I'm working on other stuff and I don't
want to forget about it.
When a site exists but has not been navigated yet, if an action is run for that
gadget it could be instantly run if the actions registry has a mapping for the
site.
Gadget could be preloaded, so actions registry is filled out but there are no
navigated sites.
This could happen also if a user clicks an action and causes a gadget site to
render and then clicks another action while the site is rendering. the site is
made but is not hooked up yet so the second action is lost.
