In some situations it would be hady to put javascript files that are common
between both the container and gadget in an all tag and also have container and
gadget specific files in a gadget or container tag. Today the way the Feature
Registry works it does not allow this. If you put some javascript in an all
tag you cannot also include a container or gadget tag. The logic that controls
this is in FeatureRegistry.getBundles
