Currently ON_BEFORE_PRELOAD and ON_PRELOADED lifecycle events only fire on
container.preloadGadgets, but not on container.preloadCaches.
This is causing issues when trying to use the declared actions feature if
gadget definitions were being rendered into a view and preloading the caches
rather than making xhr requests through container.preloadGadget.
